<p><em>A November 2000 ballot measure, which passed with more than the required two-thirds majority, created the Clean, Safe Creeks 15-year “pay as you go” countywide special parcel tax to fund Santa Clara Valley Water District initiatives to protect homes and businesses from floods, open recreational trails, and safeguard creeks and ecosystems. As the parcel tax sunsets in 2016, there are a number of projects that need to be funded, including the Anderson Reservoir, which is subject to significant damage if a large earthquake were to occur close to the dam.</em></p>

<li>SB 973 – Susan Valenta (8 – 8:10)</li>
</ol>
<p><em>SB 973 is currently being supported by the California Chamber of Commerce, CalFest, and other organizations.  If passed, it would exempt limited duration events with a park use or special events permit from the California Environmental Quality Act (CEQA) process. SB 973 seeks to uphold the ability for limited duration events to continue without having the extensive review process intended for building and development. Forcing limited duration events such as parades, fireworks displays, marathons, Garlic Festivals to go through the CEQA process would have a significant impact on local events.</em></p>

<li><strong>1. </strong><strong>Opening Remarks/Introductions:</strong> Christi Garcia opened the meeting.</li>

<li><strong>2. </strong><strong>Approval of the minutes of January 13, 2012.</strong></li>
<li>The minutes of the January 13, 2012 meeting were accepted.  MSC.</li>

<li><strong>3. </strong><strong>High Speed Rail, City of Gilroy</strong></li>
<li><strong></strong>The process and final determination by City Council at their February 27 study session to select the downtown alignment was presented by Don Dey, Traffic Engineer for the City of Gilroy.  A copy of the Power Point presentation is available on <a href="../../blog">www.gilroy.org/blog</a> under Government Affairs.</li>
</ol>

<li><strong>4. </strong><strong>Tobacco Grant Project, Susan Valenta, Gilroy Chamber</strong></li>
<li><strong></strong>Susan provided a recap of activities related to the proposed draft Tobacco Ordinance and the results of the March 5 study session.  Council did not direct staff to draft a ordinance for local retailers selling tobacco products; however, certain restrictions in public parks will be recommended.</li>
</ol>

<li><strong>5. </strong><strong>Gilroy Business PAC</strong></li>
<li><strong></strong>Gregg reported that GILPAC has completed its initial requirements and is ready to begin its operation.  Bylaws have been adopted, tax identification has been established, an accounting firm has been selected, participants on the GILPAC Board established, and a checking account has been opened.</li>

<li><strong>6. </strong><strong>Community Development Updates</strong></li>
<li><strong></strong>Tom Haglund reported on activities related to the Cherry Orchard development as it applies to residential development east of 101 and the process of a newly-certified housing element.  The City continues to work on the Development Standards Task Force, Habitat Conservation Plan, Climate Action Plan, High Speed Rail, and the upcoming General Plan update process.</li>

<li><strong>8. </strong><strong>Gilroy Welcome Center</strong></li>
<li><strong></strong>Jane Howard reported that the Gilroy Visitors Bureau/Gilroy Welcome Center has increased traffic from the 2011 numbers; February received 2,056 visits in 2012 compared to 200 in 2011.  Transit Occupancy Tax in 2011 is 13% higher than 2010.  Partnerships have been maximized:  Bay Area Travel Show will partner with the wineries of Santa Clara Valley; Gilroy Gardens will partner on an ad in the California Roadtrip magazine; and Christopher Ranch will partner on the Guide to Garlic.  The new Welcome Center website will launch on March 17.  Based on a recent quarterly meeting with the Gilroy Premium Outlet Center tenants, there has been a 30% increase in tour buses. The Center is also going to form a focus group to project affects of gasoline costs on travel and business.</li>

<li>Gilroy Police Department – No report.</li>
<li>School Board – Kai Lai reported on the reaction of the unions on the GUSD decision of status quo on teacher staffing.</li>
<li>Gavilan College – Tim Day provided a written report:  Expenditures for the last six months were reviewed and accepted.  Performance Audit for 6/30/12 was reviewed and accepted; financial statement for 6/30/12 was reviewed and accepted.  Next meeting is scheduled for September 10, 2012.</li>
<li>SCVWD – Rachel reported that on March 27 the SCVWD Board will look at the Clean, Safe Creek plan.  A decision to place this projected parcel tax on the ballot will not be decided until July.</li>
<li>Santa Clara County – Elizabeth Stanford provided a written report:  Elizabeth attended the National Association of County’s Conference in Washington, D.C. on behalf of Supervisor Wasserman. She met with four members of Congress including Congressman Sam Farr, who now represents half of Gilroy. Supervisor Wasserman added federal support for Agri-business and Agri-tourism to the County’s federal legislative policies for the year, and Elizabeth spoke to these points in the meetings.</li>
</ol>

</strong>The GRC requested that the SCVWD be the featured presenter on April 13.</p>

<p>Social Media is such an important part of branding for your business.  Working with the Gilroy Chamber of Commerce is a great way to gain exposure for your business and get in front of existing and potential customers.  Many people have asked for a step-by-step instructional on how to post on the Gilroy Chamber of Commerce&#8217;s Facebook page as part of Open Wall Mondays.  Here are some simple steps:</p>

Here are the steps to establish a facebook fanpage.<br />
a<strong>. </strong>Choose a Classification.  Facebook provides six different classifications for creating a page:</p>

<li>Entertainment</li>

</ul>
<p>b.  Complete Basic Information Include your company logo and any visuals that help brand your products and services.  You will be listed as the administrator of this page and anyone else you wish to designate as an administrator.<br />
c.  Fill in the basic information Include your hours of operation, geographic location, address, phone number, email address, etc.<br />
d. Take Advantage of Features. Invite your friends. Tell your fans. Post status updates. Promote this page on your website.Set up your mobile phone.<br />

<p>Every Monday, the Gilroy Chamber of Commerce opens their Facebook wall for its members to post about their products and services.  This can include photos, specials, coupons, relevant articles, and/or a website link.  When posting, keep in mind to keep it simple and share relevant content.  Include a Call to Action with your contact information (usually an email address and/or a phone number).</p>
<p>Now, you can share your post with others.  You can tag people by putting an &#8220;@&#8221; in front of their name or fan page name in your post.  Remember to revisit the Gilroy Chamber of Commerce Facebook page and post every Monday.  You can establish yourself as a powerful resource, connect with other businesses, continue to brand your business and showcase your products and services.</p>

<p>The minutes of the December 9, 2011 meeting were approved.  MSC with one abstention.</p>
<ol>
<li><strong>3. </strong><strong>Climate Action Plan, Stan Ketchum, City of Gilroy</strong></li>
</ol>
<p><em>In 2009, the Gilroy City Council accepted a U.S. Department of Energy Grant to fund preparation of a climate action plan. Gilroy’s Climate Action Plan (CAP) will provide a roadmap for achieving measurable reductions in greenhouse gas (GHG) emissions and dependence on fossil fuels, both throughout the community and in City government operations.</em></p>
<p><em>The first Gilroy CAP Workshop in 2010 was attended by a small group of residents and supporters of the CAP effort as well as local vendors and non-profit agencies.  CAP Workshops allowed the public to weigh in on the preliminary CAP Measures and to share ideas about how to make Gilroy a more sustainable City. </em></p>
<p>A Power Point presentation provided an update on the public outreach and education that the City of Gilroy is conducting to ensure that the impacts of the plan are understood.</p>

<p><em>The City of Gilroy received an updated work program for a Tobacco Grant project. This became effective recently when an amendment to the original grant agreement was authorized, that added a second component – to develop a smoking prohibition in all city-owned parks and trails.  Cities can receive funds through an agreement or an amendment to their existing agreement to <strong>strengthen city policies to reduce exposure to second-hand smoke and limit tobacco sales to youth and youth exposure to tobacco marketing through tobacco retail permits</strong>. The City of Gilroy is beginning to draft a tobacco retailers license ordinance.<br />
</em></p>
<p>Stan Ketchum reported that the Tobacco draft ordinance is in the early stages of development and no outreach to stakeholders has taken place at this time.  Once the ordinance is completed, stakeholders will be notified.</p>

<li><strong>5. </strong><strong>Habitat Conservation Plan Update, Stan Ketchum, City of Gilroy</strong></li>

<p>Per the Council’s direction, the Habitat Conservation continues to move forward.  It is anticipated that work on the Plan will be completed by March 2012 and will then evolve into a JPA of all the county partners in April/May 2012. The goal is the have review by all partnering agencies in Summer 2012 with adoption of the Santa Clara County Habitat Conservation Plan in the Fall and be operational within one year from then.</p>

<p>Tammy Brownlow reported that the Gilroy EDC will be furthering its marketing efforts at trade shows in the next 3 – 6 months. Economic indicator information is being updated.  The SBDC assistance program continues to move forward and bring topics of interest to the business community. An upcoming program on successful restaurants should receive a lot of interest.</p>

<p>Jane Howard reported that the Gilroy Visitors Bureau/Gilroy Welcome Center is promoting Gilroy effectively in several magazines and other collaterals. International markets from Singapore, China, and Brazil.  Jane is attending key trade shows and travel events to aggressively market Gilroy and the Central Coast region.</p>

<p>Climate Action Plan:  The GRC stated that it was too premature to make any recommendations on the Gilroy Climate Action Plan.</p>
<p>Draft Tobacco Ordinance:  After review and discussion, it was moved and seconded to recommend to the Chamber Board oppose the Draft Tobacco Ordinance due to lack of outreach to stakeholders, the need for more information on funding from the county for educating the public on smoking cessation, and the need to review the number of infractions reported in Gilroy for tobacco retailers selling to minors.  MSC.</p>
<p>Topics of discussion for upcoming meetings:  Transportation issues on the Federal level; water and sewer (Rick Smelzer); possible GUSD parcel tax; possible St. Louise Regional Hospital sales tax.</p>

<p>The Gilroy Assistance League is now accepting grant requests for the year 2012 that will benefit Gilroy youth organizations. Last year GAL gave $13,000 to various youth services such as DreamPower Horsemanship, GHS Grad Night, Gilroy community Youth Center and Rebekah’s Children’s Services. A formal grant request proposal must be completed and returned no later than Friday, February 24, 2012.
